Landlords: cavity wall insulation and EPC C by 2030

Government has confirmed that private rented homes in England must reach EPC band C by October 2030, subject to a £10,000 spending cap and exemptions. Filling an empty cavity is usually one of the cheapest measures per EPC point, and it can be done with tenants in place.

Why the cavity comes first

EPC software gives a filled cavity wall a much better heat-loss value than an empty one. On many 1930s–1980s houses, a cavity fill plus loft top-up moves the rating noticeably for far less than heating system changes.

Planning a portfolio

  • Start with the EPC recommendations and check the wall type at each address.
  • Survey in batches so suitable walls can be filled together.
  • Keep survey photos and installer paperwork for your compliance file.
  • Check Wales, Scotland and Northern Ireland rules separately; they differ from England's.
